Valve cover studs broken help

A buddy is wrestling with a broken valve cover stud in 67 440 hp , we understand the traditional manner to remove broken bolts but not working well anyone have any suggestions we have not thought of besides removing the head and having it removed by flashing it !
 
A photo would be helpful. Is it broken off flush or below the surface or is there a stub sticking out?
 
Try and set a copper washer over the head. Weld a nut on the remaining stud if you can.
It really shouldn't be very tight, unless someone bottomed it out.
 
Sorry photo unavailable now but broken below surface are trying some creep spray which is amazing at times but worried it may have been bottomed out and broken which makes it tough and on car and close to firewall in the rear hole !
 
Those can be very tight. Grind the top smooth, center punch it and drill it out. Needs to be flat on top for drill to stay centered. Heat it real hot with a torch to burn the oil and goo out from around it. After drilling, then use an easy-out.

Here is a small bolt I just removed. That’s a BIC ball point pen in the photo.

EZ Out kit? I know it's in a tight area but I'd be willing to bet it's easier than removing the head.
 
I have had problems where a Philips head screw would simply not budge. A good hard whack on the head with hammer broke the bond and it came loose with no effort. Maybe that will help when you center punch it (don't be gentle) if you go the EZ Out method.
 
Warm it up enough to melt some candle wax into it. Then a reverse 3/16 drill bit should spin it right out.
