VIN tags inspector punched?

Not my car (this is a pic of a '68 Coronet SuperBee tag), but my '72 St Louis build Sebring plate has the same figure 8 stamp in it (up until now I thought it was a rust hole...).

Can anyone confirm this is an inspectors stamp?

I was unaware that VIN tags were stamped like this...

Tks 69Coronetrt. Seems my car has both types of inspectors stamps....a punched tag and a "tear off" alloy strip sticking out from under the RH tag screw.

The 'figure 8' is a typical STL inspection punch.
