What are these for?

I just found these in my parts stash. They came off my 65 Belvedere and I blasted and painted them, probably back in 2010. I have forgotten their use.
Look like shims to me and located somewhere where they got real rusty! Thanks!

They look like the plates that slip into the channels at the inside top of the doors to anchor the 2 socket-head screws to the most forward part of the vent wing frame.
