What is the advantage of this?

I used to own a 68 RoadRunner 383 4 speed car that would eat 440's for lunch, including six packs. My only trouble cars were Hemis and 454s. I'm now building a 69 RoadRunner hardtop that came out of Los Angeles with no rust or dents. I going for a home built pro touring car with a built 440 w/ FAST fuel injection, 727 w/ Gear Vendors OD, QA-1 front suspension, RMS triangulated rear suspension, Vintage Air, Borgeson quick ratio power steering, power windows, Coach wiring, gray tinted glass, custom headers ceramic coated inside and out, Magnaflow SS exhaust, 2014 Challenger front buckets, 69 GTX 150 mph gauge cluster, U.S. Tool body stiffening kit and other goodies. Should be a fun ride when done. It was originally copper and the wife doesn't like it green so it's going to become a brilliant metallic copper with a pearl white top. Wish me luck.

most I've done is larger torsion bars, sway, more leaves and a Cordoba sway, cop car wheel AND TIRES 15" and New Yorker brakes
what wheels and tires?
Why vintage air- stock has a huge evaporator?
I use B300 condensors
with the new refrigerants you need more capacity than stock
What cooling and trans cooling?
recommend half inch lines and 100 plate and fin cooler with 1/2 in and out and larger fittings in trans

IMO, that is a fine price if it runs good. If your OK with it, have at it.

To Un-Leanburn a engine; (And you will WANT to do this! Trust me. You won't be happy when the computer system suddenly cuts out while driving down the road. And IT WILL!)

You will need a vacuum advance distributor, some sort of ignition, MP style or MSD or what ever, then ether drill the TQ to install a metal vacuum port (Pirate from another carb) or replace the carb with what ever tickles your fancy. The new carb will have the vacuum advance port needed for the carb of course.

I suggest replacing the TQ because there are heavily emissions related and not the easiest to convert and work well.
The heads should be as mentioned, 452's. There iron heads that can be reworked and made into a really nice ported head. Now the question is, would you rather new aluminum with less weight and better flow? Or the factory heavy weight iron?
Your call. But the head isn't garbage. Just heavy and needs a good porter to make them shine.
Did you leave the catalytic converter on?
