Windshield wipers won't park

I have a 78 Dodge Monaco with wiper delay option. Problem is when the wipers are turned off the motor parks but the blades don't. What will cause this to happen ? :angry1:

if I remember correctly! it is the delay relay! It was a green square box about 1.5"x 1.5" and was mounted near the glove box!
