1965 Belvedere instrument cluster

I am working on my 65 Belvedere and when I removed the instrument cluster the condenser that attaches to the voltage limiter was not connected. I have a service manual but it does not even show this condenser on the wiring diagram. I know one pin is the 12 volt feed, one is a 5 volt output and the 3rd one is a ground, but does anyone know where the condenser should be connected? I would "assume" that it should go on the 12 volt feed pin but I don't want to just be guessing. Does anyone know where the condenser should be hooked up? Thanks!

I smooths out the voltage pulses so the radio doesn't pick up any static, so: 12 volt connection.

Thanks for your reply because it does make sense to me but unfortunately

the wire doesn't seem to reach to the center terminal.
