Where to buy the heavy plastic door liner that was inside my door panels

Very, unless you don't care if your door panels get wet and rot. Now if the car rarely sees rain... not overly important.
I would only end up driving in the rain if I was caught in it. I do keep it garaged but it is humid here in Houston and I assume that would cause moister build up. Not entirely clear on the condensation science.

Does your door panel hang over the carpet? Water will siphon down behind the panel onto the carpet. It’s a real simple thing to install for piece of mind.
 
Anyone who has removed old warped, smelly, stained, moldy door panels off an old car that is missing its moisture barrier will understand the need for it
 
How important is putting this plastic back?
it is important for a few reasons.
1.) you want the rain or any water to go out the weep holes on the bottom of the door instead of leaking into the car and causing any real rust.
2.)
