????
What possibly happened?
The other one was removed. It looks like a typical Lynch Road built Charger inspection tag.
What year and what car?
Ok, but what does the tag mean? It's a 74 dodge charger.????

Maybe removed when that battery strap was added?

I've never seen a two tag car with the tags separated like above.
All the ones I've seen share a screw, usually the right one.

FWIW, from a few things I've read, it means special handling on the assembly line during build.
73-74 are typically installed like that. The inspectors tag has nothing to do with the option tag. My 74.I've never seen a two tag car with the tags separated like above.
