I figured out how to take the inner sleeve out, so now I can clean and paint it. But what about taking off this collar? It’s got allot of damage and wouldn’t mind trying to find another.

Look down. The inside of it from the steering wheel side. I think there are 5 5/16” hex screws holding it to the shaft housing.

Yep. Don't take them all the way off those studs. Just back them up enough to decouple the two halves. Then remember how the hooks on the studs latch onto the bottom half.
They are for sale. I found mine wasn't hard to get the bearings off without a puller.I had to make a puller to get that bearing off the shaft on my e body
I know there was a spring clip, and the bearing gave me problems coming out. I'm hoping I can get a better collar to replace that broken one.
