I am thinking of restoring my dash while still installed. (dash pad is in good condition) While it is apart I will be installing a new dash harness.
Has anyone had any luck with painting the metal areas with spray paint? If so, what brand and what color?

Does anyone have any experience with Just Dashes? What should I expect to pay to restore a 69 Charger rallye cluster?

Any other tips appreciated!

If your talking plastic chrome work . Glenn at Gcartrim does great work ! He's up front with you on time it will take and he does great work .

My dash was out, sandblasted, etch primed and then rattle can sprayed it with John Deere Blitz Black. It gives a dull matte finish with a little bit of texture. It's going to be hard to do all the work you're planning on with the dash in the car. On the other hand you have to remove the windshield to remove the dash, so lesser of two evils. If you're keeping the dash in then first remove the front seats to give you more room to work.
