If the plastic isn't cracked, I'b be caution with what I put on there.
Might dry it out more and hasten cracking.
Hand sanitizer? It's alcohol.

hey krowbar, i have a screwdriver that smells like someone had shoved it up their rear. the end of it unscrews and you have bits on the inside of the handle. got tired of the smell, so just chucked it. one thing you might try on your steering wheel is wd40 and some fine steel wool. (i busted up laughing at your post!)

Your steering wheel is off gassing. The smelly plastic is CAB=Cellulose Acetate Butyrate off gassing as it deteriorates. Butyric acid being off gassed is also found in vomit etc. CAB is a malignant plastic and the gasses (butyric etc.)being emitted can damage metals and other materials in proximity. Best to replace wheel as the plastic is deteriorating and will eventually fall apart which is a safety concern.

Agree...probably the plastic.
Had one Snap-On screwdriver, out of a full set, that the handle started feeling oily. Damn plastic was bleeding, kept getting worst, stunk, started cracking, so finally tossed it.

So the best thing to do is seal it?
Maybe with clear coat.
