I hate to use the "it depends" routine but it does apply here. The condition of the underbody is crucial to determining value. In the current condition or Restored to OEM condition, the car is valued below an R/T but still a solid buy under $10,000 if the floors and frame rails are not crunchy.

I bought a running driving fairly rust free 70 charger 500 for $10000 prices haven't changed much since then !

I bought my 70' Charger 500 S.E. project car including a 70' steel crank 440 &727 (even though a 383 car) for $2500.00 so the deals are still out there when they can be found.

I'll go higher. While 70 isn't as desirable as the 68/69, they are still in demand and i doubt the 318 would discourage anyone. If it is a rust free body with no rot in the unibody and can see it fetching $14k easily.

I agree, with the cost of sheet medal, cost of body work and paint, and the hardest thing to find is a reputable body man. I will pay a lot more for a car not needing or little body repair.
 
Clean that car up and I can see it getting 13-15k easily. It's the perfect big block swap with the bucket seats and console. It's a Charger while not a 68-9 they still bring good money especially wearing a lot of original items and even being Green. I would always pay more for something I can see verses something I can not see through...
