Looks like a manual punch press for punching various size holes in sheet metal. Rotate the lower turntable to choose the size of hole you need, and then pull the handle.

Don't feel stupid. Others don't know either, including me.
Well I don't know but, obviously it presses something into something else! Ignorance can be fixed with education-stupid is mainly a genetic disorder!

Hard to tell without seeing the dies.

Looks like either a hole or gusset punch

My first thought was something that helped with the disassembly/assembly of lifters.....I got it from a pic of Tony Stewart"s race shop but it being a punch press makes more sense.

Go to Las Vegas today and ask TSR what it is.

 Might send him an email lol. Or could probably find it on the net somewhere if no one here knows.

Di-Acro was a company that made a machine that looks just like that but was hammer-tone green in color and I think they were made here in Cleveland Oh. We have several of these here on the lab @ Glenn. They are for sheet metal work , panels, bowes that need bent up ect... They have their place for sure if you know how to do stuff OLD SCHOOL.
