70’ Belvedere windshield leaks

My car’s windshield is leaking badly on my floor under the dash during heavy rain (the wipers on makes it worse). The guy who painted the car didn’t put any sealant in the windshield gasket. I’ve caulked around the top and sides between the frame and gasket, and between the lower windshield and gasket with little luck, but I was able to stop the leak across the top. What product should I use between the gasket and windshield? Is there any hope of fixing this without completely reinstalling the windshield?
 
Excuse me replace the wiper pivot post with Ford rubber valve seal. Stops that leaking. Otherwise support dash framework will rust AWAY.

I replaced the pivots and seals last year. I think the problem is worse when the wipers are on by the wipers moving more water into the lower gaskets. It stops/slows when the wipers are off.
 
I did a temporary fix with "some" success running a bead of clear silicone along the cracked windshield seal (underneath the chrome trim which you have to remove). Also, you might try pouring a gallon of water down each side of the cowl vent & look for leaking inside the car. The cowl area can get rust holes too which can leak inside the car.

I’ll check. I cleared the cowl drains some time ago with a wire. How do I get under there if there’s a hole?
 
Bedding compound posted above is the correct product.

Is the gasket sealed to the windshield frame? Large leaks will come from this failed sealing area.

Sealing failure between the windshield and gasket will be a slower leak. If this is the leak, pull the trim off, release the seal locking strip and squirt the bedding compound around the locking bead and re-lock it down.
