I've had the same issue with my car - overflow and windshield fluid bottles both. I tried bleach (50/50 and then 100%), hydrogen peroxide, and about every cleaner I could get my hands on including some heavy duty industrial alkaline stuff we use in the ultrasonic cleaner at work. I cleaned the bottles in there at max power for an hour at 160F.
By then the tanks were spotlessly clean inside and out but the yellowing remained. Then I used a razor blade and cut a little sliver from the bottom mount and sure enough the yellowing was still there. It's throughout the plastic. I don't believe it is possible to ever get it back to white again. Additionally, my car did not have the original overflow bottle. I looked up the part number in the parts manual (3673808) and can't find one anywhere - neither NOS or reproduction. I bought the one that Herb's website shows is for a 73RR. It's not remotely close. I sent it back. Bought another on eBay and it was the same as the one Herb's had. Sent it back too.
Anyhow, once I had the bottles cleaned up it was obvious my radiator overflow bottle wasn't nearly as old or yellowed as the washer fluid bottle. They just didn't look right together. Yeah, OCD kicking in big time as usual with this car!!!!!
I finally just replaced both with new white ones. The washer fluid bottle is a Chrysler lisenced reproduction (woo hoo) and the "radiator overflow bottle" I had turned out to be a "Chevy Truck Windshield Washer Bottle Kit, 1976-1984". I found a new one at Eckler's Classic Chevy Trucks.
Now I have two new white bottles....

.....and they still don't look right. I think I would prefer two nice clean, equally aged, correct bottles. Probably just like what you have now.
