I ran into a similar problem. If you separate the booster from the master cylinder, there is push rod. There is an adjusting nut on the end of the shaft that can increase or decrease the movement. I would try this first.
What I did was make a tool from a small wooden rod or even a pencil. I marked the rod as to how far it would go into the master cylinder and just come in contact with the master cylinder plunger. If you set it too far in, then it will start to compress the master cylinder and lose pressure.
