Yes, the outers are low beam and the inners are your high beam.

ok so all 4 of them should be on at once because right now only two at a time even on high beam

I know on mine all four come on with high beam but mine is a '69. Not sure if it's different.

The outers have high and low inners high only
check for power at lights as the high beam could be dead on the outer lights


Or they could be after market like Cibies with single purpose as in low only on outers

Outside shud have 3-wires(grd,low,high); inners 2-wires(grd,hi-beam)

So if no power to the outside maybe dimmer switch is bad
