What's the scoop (pun intednded) with the fender scoops; reduce undercar pressure, tire clearance, or both? I've never gotten a clear answer.

 
I've always thought air flow. Seems like they wouldn't provide much, if any, tire clearance due to the size of the holes vs the size of the tires.

The tire hits the lower hood inner panel FIRST.
If that gets clearanced, then the outer edge of the tire can get into the scoop.

At the Baker 200 run, the hood had ballpeen hammer marks on the right side to clear the tire.
I'll look for a pic.
 
Hood up at 200 run, spark plug change. Look at the right side, by Freds glasses.
You can see a bunch of the ball peen hammer marks for tire clearance.
