can anyone explain or correct what I have. See picture. Top is a gasket against carb. Next is a spacer about 3/16” thick, next is a steel spacer and finally a gasket on the manifold. Thanks.

A Mess

Better yet , first take a picture or let us know what intake manifold you are using

I would assume an Edelbrock Carb also
 
I will refer to the parts by referencing the carb openings.
- gasket on the intake is for a AFB/AVS or Holley 41X0 carb.
- next one up. Fits same carbs but is thicker material to act as heat shield.
- next one up. Adapts a spread bore [ QJ or TQ ] to sq bore such as AFB, AVS, Hol 41X0.
- top gasket. For Hol, AFB etc, but it has been used QJ or TQ & might have leaked.
