Recently bought a 69 roadrunner 383 high p car, numbers on both sides of the block read 3698630400. Pretty sure tht means it's a 400 block? If it is can anyone tell me more bout this engine, is it worth keeping?

You have a 3698630 – 1973-1978, 400 B-series big-block. Nothing wrong with it and it is just as good as the 383 block. Its not original to the car.
 
Open it up and have a look. Take some measurements
Rebuild it if its good then keep it and use it. That would be my MO.

Keep it as it is and modify or spend some dough to make it more original.
The exterior and interior will tell you what to you. How much work? Also, what do you want in a classic car?

I don't particularly care if it's original since nothing really is original anyhow, and it needs a lot of work.

Nothing at all wrong with a 400 (they are the preferred starting point for a stroker) except its likely to have a cast crank, which means externally balanced, and low compression, somewhere between 7 1/2 and 8 to one.
The low compression means it won't be as lively as an original 383, but that's fixable. If it runs okay, leave it be, and work on the rest.....
