Fender tag finish?

Hi gang! I just noticed that a fender tag on a '70? Challenger? on Graveyard Cars was not painted. Is this how the factory did the '68 Chargers too??

Depends on the factory.

All my St Louis cars have been painted body color.
 
Tag in OP is a Canadian (Windsor) "R" code built car.
 
You can tell the tag in the OP was originally painted. There are bits of purple between the codes. And frankly I’ve never seen one not painted. There are just some who choose not to repaint for the sake of showing authenticity.
 
Here's the unpainted fender tag on my unrestored 1969 St. Louis built 1969 Road Runner.

Agreed. You can definitely see purple around the right screw.
