Fresh rebuilt A904 problems.

Ok I have tried different things and I think maybe the govenor is stuck. Got a 904 that was rebuilt and it sat a year. Has a 2800 stall and B&m street/strip kit. P,R,N,D,2 all work fine but it will not shift into first manually or take off in first when in drive and it will not downshift when I hit the throttle. I have put a new cooler and all new lines when this transmission was installed. Fresh filter, fluid and a deeper pan. I have a lokar set up and it is adjusted properly.
 
You have a reverse pattern manual shift valve body,that means you have to manually shift the forward gears and have no kick down feature anymore.you put it in drive ,it will start in drive, not first
 
It doesn't go into first manually either. Valve body is stock other than the shift kit
 
Have you checked to see if the trans linkage is right. Pull off the rod at the trans lever and check if the lever moves another click. If reverse works the low reverse band is working. The rear sprag holds the low reverse drum in drive 1st unless it is in manual low.
 
Put a gauge in the governor port. There should be no pressure without the drive shaft spinning.

Doug here is Govenor pressure in low. Pretty much same in all forward gears. With brake on. No movement.

Your gauge looks to me to be about 2 psi anything over 1.5 could be signs of bleed back . Though your right on the border line. Reverse functions so the rear band which controls manual apply low as well is not the issue. I'm assuming this VB still has kickdown linkage. Is it all the way forward at idle or is the lever floating rearward? Try tieing it all the forward and see if that makes a change. If all looks good I'd be looking for a VB issue, sticking shift valve, incorrect assy.
