Gas tank anti squeek kit.

So dumb question, but anyone know where these 2 anti squeek strips go?
I assumed between the straps & lower side of the tank, but Shop manual's saying on the upper side. tkx. Lorne

The top of the tank gets a mat and iirc, liners go on the straps
