Help - Fender Tag Defining

i have a 73 plymouth roadrunner and i was wondering if there was anybody out there who could define this fender tag for me. I appreciate it very much.

http://papentastars.tripod.com/id21.html is where I found some info., also http://www.genocide2600.com/~traviso/mml/bodydecode.html#vindecode RM21P is a Road Runner 2-dr sedan 400 c.i 4bbl HP motor. A quick search shows hood pins, bumper guards, fender mount turn signals, automatic transmission, roof drip rail, wheel moldings, max. cooling, coolant recovery, dual exhaust with chrome tips. Neither site shows paint codes, but http://www.turbinecar.com/misc/paint_codes.htm shows X9 to be Black. Don't take my word for it (I screw up on a regular basis) - double check the sites.
