Well, the Vendor he bought this from was at one time a guy at the swap meets who was a hard bargaining wheeler dealer who then became a mail order supplier that sometimes sent you what you wanted, sometimes sent you something close but not exactly what you paid for. He also traded. At the meets all a lot of people said was "Not worth it" "I wouldn't". This was back when not quite as many people had yet been burned by offshore junk. Ok all offshore products are not junk; there are many fine, fine products, but there is now a death toll that proves some of it certainly is. Had he been working on that Charger when this happened, he could have been in that number. No one here can actually verify where this part was made. I'm just saying that I've been to that same place before and I'm not going back!

Can you post a few more pictures of all the parts connected to assembling the fan to the water pump? This has the potential to be serious because a failure out on the road away from home or at high speed in a race could be disastrous. It will be important to determine if there are any conditions present in your failed pulley which might affect the entire batch of pulleys, still in various vendor inventories or sold and already installed on cars. This could also be an expensive financial hit to anyone with a large investment in these parts so I would try to get an expert involved in this failure to find the exact nature of the cause. This might also include looking at the water pump and bolts with the fan and spacer.
I recently retired from building race engines for 45 years and served my last 28 in the Hendrick Motorsports Engine Department. As a matter of policy we always had every part that failed analyzed by the metallurgical lab in order to understand why the part failed. Any failure could be due to a wrong choice of material, inclusions in the material, surface defects which can be the initiation site for a stress failure, material chemistry and hardness or even installation errors.
I know the NCRS (National Corvette restorers Society) had to get up to speed in learning how to identify imported reproduction parts which were becoming a real problem showing up on Corvettes which had been restored and submitted to the NCRS for judging in order to earn a much coveted NCRS Certificate. Cars could be Certified Bronze, Silver or Gold according to the percentage of genuine original content still present on that car. Cars that are awarded NCRS Certificates are valued substantially higher. This soon caused a huge surge of counterfeit fake parts with date codes and manufacturer marks pouring into Corvette shows and swapmeets.

1974 400 Block, single pulley 100 amp tuff stuff alternator, 2 groove crankshaft pulley, 6-7/8” water pump pulley, and federal power steering pump. Flex-a-lite spacer and Flex-a-lite blue fan.

It all started when we stop making steel in Ohio and Pennsylvania. China is not regulated in anything like us. Biggest polluter in the world. Lol.
Add me to the broken water pump pulley list. I took my road runner to the Goodguys car show at Pleasanton yesterday and won the Mopar muscle award. Had a great time but on the ride home cruising at 70 heading into a hard right turn on I 680 the steerining went dead and I'm heading for the divider, fortunately instinct and muscle kicked in and was able to wrestle the car to the right and finally get off the road. So I get settled down and popped the hood and see the belt is thrown, no problem I'll get the tools and reinstall untill I saw a ring around the water pump. I have never seen or heard of this so it took awhile to realize what I was seeing. see attached. The pulleys were purchased from Bouchillon and only have 2k miles on them. This incident has me rethinking the down side of the longer fast ratio pitman arm I have. I'm 72 and in good shape.

How wide is the belt and does it ride in the groove and not above the edges? In the pic it looks a good deal wider than what a stock belt was....

A break like that suggests that the pulley was wobbling. The pulley itself was not true, or it was not aligned with the other pulleys.
Or it was just a piece of chinese ****.
How about all the performance engines out there that now have Chinese connecting rods in them?
If the stars align they'll be fine. If not, the celestial metal in them is a ticking time bomb.
The belt and pulleys looked good and no wobble. See attached, the belt is laying on spare grove.

A slight amount of side pressure over 2,000 miles (millions of revolutions) could possibly do that
The original pulley had 150000 miles and is usable. This pulley was installed so that I could add AC.

The scuffing on the inside of the pulley doesn't look symmetrical, it may hold a clue. What is the debris on the water pump housing? You take good photos, send more when you have it apart. I don't have one, but somebody here or one eBay must have a good OEM dual pulley
I'm sure there is side pressure on a v-grove pulley. It can take 8 plus hp to run the water pump and fan and a couple of hp to run a power steering pump that puts out 1000 psi.
Other failure reports I've seen state they are breaking off at the front.
debris looks like road grime but could be a black fine dust from belt ware.
