Hmm apparently not that good, 7th digit A is Lynch Road in 1974.mymopar.com VIN decoder does a pretty good job.
WH- Charger or Coronet, High price class
23- 2 door hardtop (it's NOT an SE)
G- 318 engine
4- 1974
A- Hamtramck assembly.
The rest is the sequence number.
I'm just now seeing your comment. I really haven't had much time to dig around in the car. I left for work shortly after we brought it home. I've got another week before I go home. Where would the build sheet be? ThanksWithout the fender tag or buildsheet, just looking at what's there and whether it looks to have been altered is the best you're going to do.
Where have you looked for build sheets?
Heah, I found that sight. I must have got it right cause I came up with the same as you did. Thanksmymopar.com VIN decoder does a pretty good job.

As far as build sheets the most common place is behind, underneath or in the back of the seats. They have also been found under the carpets and above the headliner.
Fender tag is always on the driver inner fender about midway. You can see in this pic (I have 2 tags) just behind the battery bracket.
