IGN1 and IGN2 Voltage Checks...

I am trying to trouble shoot an electrical problem here.

With the wires disconnected from the ballast resistor. I am testing each one , My Blue wire (RUN) will give me 11.9V but if I test the brown wire I am getting a reading of .66V with the key still in RUN. And its opposite for START I will get 10.8V to my brown wire, but my blue wire I am getting .66V.

Does this sounds like a sloppy igntion switch ?? or is that normal?
 
I recently did the same test on mine and I got 12v from the live one and 0 from the dead one. I'm thinking there might be a problem?
