Ignition switch doesn’t return to neutral position?

70 Charger. My first Mopar with the ignition switch on the column. I can’t get the switch to return all the way. So the key can’t be removed. Manual steering car. I tried moving the steering wheel to either side in case that was hanging something up? Thoughts?

Floor shift? Rotate the collar on the column and the key will turn back further and now you are free to release it.

Same issue they have with old Trans Am's that are console shift. The collar has to be twisted back. Goofy problem to have on a factory car.
