Lacquer paint question

I am restoring the dash on my 69 RoadRunner. I ordered the correct suede black lacquer from Mike Mancini. I'm going to blast the entire dash frame, as well as the ashtray door, maplight delete plate, and front headliner trim. All these parts have the same finish.
My question- I'm not too familiar with lacquer- can I epoxy prime these parts before the lacquer?? I want to use the epoxy for rust prevention.
Any help is much appreciated!
 
Yes. I would use a high quality Primer such as PPG DP90.
