That appears to be the shackle mount and seems to be installed over the sub frame rail. Just line it up with the OEM mount center line to mount the springs correctly. I assume you are moving the springs inboard.
Mike
I worked with Chris at USCartols and he fabricated new "version" of the spring relocation kit that will result in my car height being the exact same height.
Here's the scribbling that I had on my frame rails:
Here's the "new" fabrication:
Here's my plans . . .
And the plans for how the new frame will fit . . .
End result - the alignment will put the "new" hole in the same location as the "old" (on the left)
You can view the whole install of the spring relocation kit on my build thread:
- starts on page page 50 of my build
- the top doodling is at post 991
You can look through all the steps that I did - once again NO CHANGE IN REAR HEIGHT on my car with my updates . . .
You guys are all putting the new areas in the same location as a stock unit. I think it all has to do with the spring size and how you need that shackle to sit. Just my thoughts.

So I'm not seeing any alternatives in your reply. In 99 out of 100 cases the springs are the same as stock or S/S springs. So you want stock locations to start with. And if you are going to change anything you want to change it at the front mount - not the rear.
Upgraded the electrical in the garage for 220v. Went to the welding store to purchase a welder was told I cannot purchase because Iam not an essential worker. Hopefully after the 30th. Anybody familiar with the Millermatic 211?
