Odd Trans Crossmember 727 need help identifying.

I am helping my cousin out and going thru his car, 69 Roadrunner. while underneath notice a strange looking crossmember. Is this from a different year mopar?

Yes the spool mount started in 71. Some modified one to fit the 69 that would of had a biscuit mount.

I haven't worked on Mopar's past 1969 so it was new to me. Tried google but didn't comeup with pics of it.
