There is fuel being discharged from the secondary venturies on my Proform 850 DP carb. A lot of fuel, not just a trickle but a steady stream. Car has in tank electric fuel pump. As soon as I turn the key and the pump energizes fuel shoots out. I'm not smart on carbs. What's wrong?

Sounds like the needle is stuck from junk in the seat or the float is stuck. If it was something like a pump over-pressure issue it should do it to the primary also, but double-check your pressure anyway.
For now try removing the secondary needle assembly for a clean-and-inspect. Check that the o-rings are good and that the needle (the little thingy sticking out the bottom) moves in and out freely.

Thanks.
