What makes the best power? The valve being opened at the optimal time and distance. Will a higher ratio do that? That depends on the cam that is chosen. If slightly increased duration and lift are what it needs, then yes.There is something else to consider. Rate of lift and valve control. If the increased ratio reduces valve control, power will be lost. Best answer is to ask your cam tech.
