Does anyone make a paint or coating that actually converts the rust and then seals it? That is affordable?
 
Yes - it's call Rust Converter.

I used many cans of Eastwoods Internal Frame Coating building my 65s. What is "affordable"?

If you want something you can brush on I would look at Corroseal. I just used some and thought it was really good. I liked that it goes on as a whitish opaque color and turns black as it reacts with the rust and seals it.

I’ve also used Rustoleum Rust Reformer too and it’s top notch stuff when you can find it. I saw somewhere where it was listed as the most effective rust converter.

I usually default to the above-mentioned Rust Reformer. It's cheap but I don't know how it compares to others.

What was that stuff that came out about 30 years ago or more? Noverox? I remember using a product that was named that iirc and it worked pretty good.
 
I just use Klean Strip Phosphoric prep and etch at Home Depot for about $22.00/Gal.
That removes most of the rust and what's left, it converts. Cover with a couple of coats
of Epoxy primer.

There was a product I think called 'Extend' I used back in the 80's on my 1st restoration and it wasn't expensive. It turned the rusty metal black stopping the rusting process. Used some Rustoleum products on my truck couple years ago and seems to have have held up.
 
Cover with a couple of coats
of Epoxy primer.
Be careful which epoxy you use, SPI epoxy is not compatible with the acid film left on the surface, they are very adamant about not using their product over rust converters.

Edit- you can use Ospho and clean off the acid film by re-wetting it before applying the epoxy. I just did my dash that way it turned out nice

I'll second Corroseal. Works great and paint goes right over top of it.
 
I use Por-15. Never had a
problem after using as
directed with any rust
problems. This on a truck
that is over 80 years old.
Applied after media
blasting, and the cab sat
outside in the weather after
application for a couple
years. It's tough stuff.
