Since the hood is up.

Bought a horn for my roadrunner that was a bit crusty and didn’t sound. Opened it up and cleaned it up, light sandpaper to get the rust off the diaphragm and the inside of the body. Temporarily bolted back together to test before paint and still no sound but it does make a “click”. The copper winding looks ok, the contacts look ok, but the fiber? Flap I’m not sure about. Does it hold the diaphragm up/down/or not at all. Pic attached of the fiber flap.

Well, it seems to be that there are points under where the fiber tab is. I pushed down hard on the tab seeing if it needed a little “adjustment” and it popped loose. Dental pick and Emory cloth and now it vibrates.
