1969 Coronet. Behind large splash sheild. Appears to be attached to side of frame rail (red X), I see a "guide" on right for wire to starter and parking brake cable.
Further to right is another clamp for parking brake cable. It doesn't appear to be structural but IDK. Can this panel be removed? If so, how?
If it can't be removed, any reason I can't cut a piece out? I want to get access to brake distribution block.

Leave it alone. There is no reason you can not remove the valve without cutting the car apart.
 
Are you talking about the red X? That is the frame rail, it is double thickness where the top and side are spot welded together.

I wouldn't be cutting that frame rail at all. Butchery is frowned upon by the next buyer.

The yellow is a wire holder for the pos battery cable and starter signal wire.
The blue is a brake line.

The park brake cable is not in the engine compartment. It is in the wheelwell coming out of the firewall.

Ok... lt looks like this plate is attached to framerail and overhanging the block.
I was thinking of just removing the overhang. It's pretty tight.

Looks like it’s unanimous so far. I would never cut anything off that was put on during production of the car.
I’m definitely not smarter than all of the engineers that went into building the car so it must be part of the car for a reason.
