Running lights work, Headlights don't?

So far as I know the headlight ground is "up there" on the section of harness near or around the rad support. I'm pretty sure "they are all" tied together in one ring, with splices from all the socket grounds into one, two, or three wires brought together to a ring terminal. So several small wires, black

Yes, that is exactly what I have for me SE Charger. I'm trying to find the ground for my non SE.

SE Charger Wiring harness - Ring ground behind the battery

Non Se Charger - The problem - no ground anywhere except on the passenger side parking light bezel.

While I was messing with that I had the running lights on, when I removed the bezel it sparked from the valance to the screws holding it in. Could that possibly be the ground?

I looked in the shop manual, but it still has the old style wiring diagrams, which do not index physical locations of connectors

There's no reason you could not ADD them. Splice into the black wires off the headlight sockets, and while you are "in there" check the sockets for condition and tightness (headlight connectors). You could splice in and add a / 2 ground pigtail(s)
 
Alright, cool. One thing I just thought of was i swapped Voltage Regulators because I thought the one I had was having a problem but it ended up being the alternator. I swapped it out with the old one that had worked before. Not sure if this is the problem, but I'll test it once I get my MSD all wired.

Ok, I just got a tester. I do get power to the headlights and the high/low beam dimmer switch does work. I'm just not sure why the lights aren't lighting up.

I'm going to install this headlight harness I bought awhile back. has relays, ceramic plugs, and grounds for each light. I'll see if that fixes the problem.
 
If you have power at the dimmer, and no lights, the problem HAS to be in the bulkhead connector, the harness, or the lamp connectors and grounding.

Since this seems to be?? ALL headlights, I'm going to go with grounding. Don't know what you have done. You need to get "physical." Get out there and start at each headlamp and follow the harness all the way back to the firewall. "Somewhere" in there has to be at least one grounding ring as per the diagram. If this were mine, I would "get into" the headlight connectors, add additional ground pigtails on the correct terminal, and bolt them to the rad support with star lock washers. Clean and inspect all head light connectors. "How old" again, are these old girls?

I SUSPECT the reason they are coming on when the car is running more voltage is that you have a bad connection and that it "arcs across" and makes connection.

Ended up being the ground, where ever it was in my harness. I put the new ceramic harness on. Each headlight had it's own individual ground. I paid $20 for the 4 light harness, and my lights are blinding bright.
