Possibly, awfully low on firewall to be added unless engine was out. Also doesn't look drilled on the inside unless someone deburred it perfectly.Custom addition to the car.
Yes close to accelerator cable hole. Similar to AMD firewall, not as large and a bit lower.If You took a broader view of the area it would be easier to inform you. Being that it appears to be near the accelerator cable hole I think r413 is correct

Never knew there was such a thing. I would have welded it shut when I prepped engine bay, but looked factory to me. I'll probably just put a cap plug in it now if, they make them for 1/2 holes.Looks like accelerator pedal linkage support. Maybe the car was supposed to go overseas?
