Any idea what this hole would have been for?
70 Road Runner non ac car.

If You took a broader view of the area it would be easier to inform you. Being that it appears to be near the accelerator cable hole I think r413 is correct
 
Thing is what would go through there in that area on a non A/C car? Nothing I can think of.
I've owned many of these 70's.

Yes close to accelerator cable hole. Similar to AMD firewall, not as large and a bit lower.
 
Looks like accelerator pedal linkage support. Maybe the car was supposed to go overseas?

Never knew there was such a thing. I would have welded it shut when I prepped engine bay, but looked factory to me. I'll probably just put a cap plug in it now, if they make them for 1/2 holes.

the AMD picture shows a big hole in the front view, an no hole in the rear view

Column shift car, reverse light is part of wiper harness.
Has tach which may have been added, as grommet hole is just below bulkhead.
 
Did they change the passenger side of the firewall to a non A/C and leave this hole behind?

Can you show us the passenger side of your firewall? Do you know the difference?
 
Definitely not changed. Picture of where I stripped it prior to paint and picture after. My 5th road runner, I've had both ac and non ac cars, just never seen this before and was just curious. Not a big deal, already found a cap plug in my stash.

Sorry, even though I looked at the first photo, for some reason I only paid attention to the reinforcement above the hole that your arrow was pointing too. Dah to me! Looks like someone drilled a hole for a shortcut to the engine bay.
