Hood scoop goop

I am restoring a 1969 n96 hood with dual scoops. I found remnants of sealer around the base of the scoop studs, and inside the cap nuts that hold it on. Can anyone tell me what they used & how it was applied ? I'm thinking of using silicone caulk on the studs & then threading the cap nut down on it. Or is there a better material ?

Use butyl, either liquid or butyl rope ... 3M strip caulk is the same thing.
