400 short block

I found this 400 short block locally for 500 and it's advertised as new so opinions would be nice.He also says he has another 400 for 200 more to finish this motor.So is this possibly a new old stock factory block? It has a blue tag on the block.I was thinking a cam and some aluminum heads to finish it off.Anyway I have a few photos that was on the site.

The tops of those cylinder bores look a little funny to me.

Almost rust pitted.

A guy once tried to sell my brother a replacement tagged 413 that had one piston different!
