69 Charger Front Fender Rear Splash Guard Upper Bolt Mount?

Trying to figure out what this bolts to. (circled in red)
My fenders are toast, so I'm not sure if there was originally a bracket that was part of the fender or a separate bracket that bolts to the backside of the inner fender well or...... Either way, mine is missing.
Can't seem to find any good pics on the net showing what I'm looking for.
Any help on this would be much appreciated.

Shield bolts to the fender at that spot.

I looked at my pictures and do not have anything to show. As I recall there is a 1 inch by 1 inch tab aprox. that hangs off the fender. There is a J-Clip either 1/2 or 5/16 that clips on to the tab. The inner shield is bolted to it.
