I have a 70 Super Bird with the 440 4 bbl 4 speed. On the top of the 2 snorkels of the air cleaner there are 2 nipples that look like they should have a vacuum line on them. Any ideas?

Those should be connected to a thermostat that is mounted inside the air cleaner. From the thermostat to your vacuum source at your carburetor.
The purpose is to route hot air from a heat stove on the exhaust manifold into the air cleaner--the thermostat in the air cleaner is usually calibrated for 100 degrees F.
The hot air helps to prevent carburetor icing, smoother running in colder weather and emissions.
At WOT the vacuum drops thus closing off the hot air to the air cleaner and allowing cooler air in for maximum performance.

How most hook them up to look correct, but so they don't work.
