I'm usually not concerned about total timing at rpm with the vacuum advance connected. It can be up around 50° and be ok as long as there is no detonation. Depending on the engine, the initial timing + the mechanical is usually in the mid 40 range and an engine will run fine without any vacuum advance. The vac. advance is there for part throttle and cruise efficiency.
 
So, the whole timing this is a bit odd. I removed the vac adv... and the base timing was 12* and total was 24*, only a 12* swing... and IMHO 24* is nowhere near enough. Just out of curiosity, I wanted to look with vac adv on.. base was 17* and total 40*. I don't take that to heart, but does a net of 11* sound right for a vac adv?
make sure you are checking the total timing at least at 3800 rpms with vacuum disconnected. if still at 24* then before recurving the dist I would set the base timing at 20* giving you 32* total. The total with vacuum hooked up will give you 48* for cruising which is fine.
