Bulkhead connector turned 90 degrees?

Sometimes I browse eBay for cars to see the condition, but this morning I found this ad:

If you look at the full size photos, the bulkhead is turned? Never seen this before but I wonder if these people are on to something or just put it in wrong. I've never seen a bulkhead connector installed like this.

Thanks! I'd never seen the screw in the middle either. Almost looks like you can see through to the interior. Guess I spend too much time putting everything back to stock. :) I never look at aftermarket parts so it seemed strange.
 
Not positive about all other years but I know for sure it wouldn't work in '68, being rectangular and having the triangular locating pin at the bottom.
 
I think it might be a classic auto wire kit, updated fuse box also
