Cleaning up minor rust before it gets worse

The tailgate on my 67 wagon is showing some surface rust around the seams on the inside where the sheetmetal was folded over on itself and welded. Same thing with some of the seams on the doors. I'm also getting some around the inside lip of the rear wheel arches - usual stuff several years after what I'm assuming was a cheapo repaint.

Should I get some of that Kleen Strip prep-and-etch phosphoric acid stuff and brush it on and forget it for awhile? Grind/prime/spot paint? 90% of the paint is fine, I just don't want this light stuff creeping deeper to make actual problems. It's more appliance paint than show car paint so I don't need to be too careful about finish or matching or anything.
 
i would just get a rust inhibitor(turns it to black primer)untill you can repaint or do whatever you want to the car.you can get spray or brush on,super easy to use.
