Dash cluster and grounding

66 Dodge Coronet K model police car... Fuel and temp gages spiked, then started jumping around. Figured the voltage limiter, which i replaced. Fuel gage goes to full (tank is filled) then goes to half . Temp gauge stays on cold. Ran ground from limiter to column, no change. Ran another ground from cluster screw, no change. Lights all work. Any ideas?

I actually have a new circuit board. Its a pain to remove the cluster as the shotgun mount is bolted to the glove box. I did have problems with the main connector plug on the board bring loose. Maybe loose again. Guess i will need to pull it afterall.
