Distributor question

What’s is the small part circled in red in the picture attached? My distributor is not exactly the same but has that same part. It has a flap on top that seems to be spring loaded.

Thats so you can oil the shaft bushing/s periodically.

side note, how many videos do we see of cars for sale and they open the door and it sounds like rusted gate hinges?
