grill chrome does not line up '67 charger

i don't remember how these fit or attach. the stainless steel moulding under grill to crossframe and c-chrome around parking lite.
did i do something wrong? pictures are from underneath and orange ear plug shows hole in crossmember. c- chrome is as tight as possible.

How about some more pictures from up top.
Sounds like something funky going on with the fender.
If it's the newer repo c chromes, they are a bit miserable to fit compared to originals.

Right bumper on top was damaged a little before I bought car.
