Ignition on, dash lights on

Installing new dash into 70 roadrunner and after connecting all lights and switches system was fine. Rechecking everything now when ignition is turned on all dash lights come on. Has anyone run across this before and if so solution?

Make sure the cluster is grounded.

Make sure the cluster is grounded.

Thanks, we narrowed it down to a bad rheostat for headlight dimmer
